Licenses are typically required for individuals and businesses that provide construction industry services. This guide contains information about construction industry licensing in North Carolina.

  • At least one officer or full-time employee must be a North Carolina-licensed Landscape Contractor responsible for executing landscape construction contracts and supervising work performed under this license

Limited Liability Companies:

  • At least one manager, executive, or full-time employee must be a North Carolina-licensed Landscape Contractor responsible for executing landscape construction contracts and supervising work performed under this license 

Partnerships:

  • At least one general partner or full-time employee must be a North Carolina-licensed Landscape Contractor responsible for executing landscape construction contracts and supervising work performed under this license

Sole Proprietor:

  • The owner or at least one full-time employee must be a North Carolina-licensed Landscape Contractor responsible for executing landscape construction contracts and supervising work performed under this license

Notes:

North Carolina Landscape Contractors are not required to be licensed as North Carolina General Contractors as long as the contracted work value does not exceed $40,000.

Exemption Eligible Organizations:
  • Federal, State, Local Government agency performing landscaping on public property
  • NCDOT
  • Property owners performing landscape work on their own property
  • Any person or business owning or operating a golf course
  • Any landscaping work where the price of all contracts, labor, materials, etc. for a given job site does not exceed $30,000 in any consecutive 12-month period
  • General Contractors licensed under N.C. Gen. Stat. § 87-10 who possess a classification as a building contractor, residential contractor, or public utility contractor
  • Any person or business licensed as an electrical contractor under N.C. Gen. Stat. § 87-43.2
  • Any person or business licensed as a plumbing contractor under N.C. Gen. Stat. § 87-21
  • Professional Engineer licensed under N.C. Gen. Stat. § 89C
  • Professional Landscape Architect licensed under N.C. Gen. Stat. § 89A
  • An individual or business engaging in any of the following: 
    • clearing and grading plots and areas of land
    • erosion control
    • arboriculture, including consultations on pruning and removal of trees
    • installation of sod, seed, or plugs by sod producers certified by Plant Industry Division of NC Department of Agriculture and Consumer Services
    • landscape construction performed by utilities contractors for grading and erosion control
    • lawn mowing, turf edging, and debris removal services
    • turf management or lawn care services only, including fertilization, aeration, weed control, etc. 
    • design, installation, and maintenance of on-site wastewater disposal or reuse system within the on-site wastewater permit specifications
  • Any person performing landscape work on a farm or for use in agriculture production, farming, or ranching

Financial Requirements:

Applicants must have current assets that exceed the total current liabilities by at least $75,000, as reflected in an agreed-upon procedures report on a form provided by the Board or an audited financial statement prepared by a certified public accountant or an independent accountant who is engaged in the public practice of accountancy.

Insurance Requirements:

There is not an insurance requirement for licensing. However, there may be insurance requirements for individual projects or for pulling building permits.

Bond Requirements:

Applicants must submit a $500,000 surety bond or meet working capital requirements.

Notes:

  • A contractor license is required for entities that take on construction related projects costing $30,000 or more.
  • Intermediate licensees are limited to working on projects that cost $1,000,000 or less.

  1. Register your business entity with the North Carolina Secretary of State - Business Registration Division
  2. Complete the background check process.
  3. Complete the online license application through the Licensing Board for General Contractors
  4. An eligibility letter will be mailed and a qualifying individual must pass the relevant exams administered by PSI.

 

Foreign Entities:

  1. Foreign qualify your business entity with the North Carolina Secretary of State - Business Registration Division
  2. Complete the background check process.
  3. Complete the online license application through the Licensing Board for General Contractors (include exam waiver form or NASCLA documentation if applicable)
  4. An eligibility letter will be mailed and a qualifying individual must pass the relevant exams administered by PSI.

  • Articles of Incorporation/Organization for domestic entities or a Certificate of Authority from the North Carolina Secretary of State for foreign entities
  • A copy of the filed Certificate(s) of Assumed Name that has been filed pursuant to N.C.G.S. §66-71.4 with the Register of Deeds in a county in which the applicant will be doing business. (if applicable)
  • 3 character references for each of the individuals signing the application. All character references must include the following:
    • The name of the person submitting the reference.
    • The mailing address, phone number, email address of the person submitting the reference
    • The Date of the reference (References older than 12 months from date of submission cannot be accepted.)
    • Information regarding the reference’s knowledge and experience with the applicant or person about whom the reference is being provided.
    • Letters of reference will not be accepted from family, coworkers, and/or current employers/employees.
  • Financial demonstration in the form of an agreed-upon procedure report, audited financial statement, or a surety bond.

A qualifier is a responsible managing employee, owner, officer, or member of an LLC or partnership who successfully completes the examination required for licensing. Exams completed by qualifiers determine the classification(s) on the license. Qualifiers may qualify up to two licenses provided the qualifier is a managing employee, owner, officer or member of an LLC or partnership. Qualifiers are not licensees but are the holders of a qualifying credential that is required for licensure. Qualifying exams can be added to or removed from licenses however licenses themselves cannot be transferred. See NCAC Title 21 Chapter 12A .0205(a).
