We track the following licenses with the Oregon Workers' Compensation Division in order to provide compliance services to our clients. As a client, you see this and other reference data in License Manager in-line with your licenses.

Oregon Worker Leasing License

Insurance Requirements:

Oregon law requires the worker leasing company (professional employer organization/PEO) and all of the PEO’s Oregon clients to have workers’ compensation insurance. The PEO must maintain coverage even if the PEO has no non-leased administrative staff in the state and all clients carry their own coverage.

  • Written procedures that demonstrate how the applicant will ensure its clients provide adequate training, supervision, and instruction to meet the requirements of ORS chapter 654.
  • A list of all states where the applicant operates as a worker leasing company. For each, identify license, registration, or certification numbers, expiration dates, and disclose any that are not in good standing.
  • If no states are listed under the item above, attach a description of applicant’s experience, training, or education that demonstrates competency in providing worker leasing services. Experience, training, or education listed for each controlling person on will also be considered.
  • Disclosure Addendum (if applicable)
  • Controlling Person affidavit for each controlling person

Licenses expire biennially by the date of issuance. Renewal applications should be submitted at least 90 days prior to the expiration date.

To qualify for a limited license, the applicant must meet all of the following:

  • Be licensed or certified in one of the states listed under item 3(c) below (Alabama, Florida, Illinois, Indiana, Michigan, Montana, North Carolina, South Carolina, and Texas)
  • Have no more than two Oregon clients
  • Have no more than a total of five leased workers in Oregon
  • Be domiciled in a state other than Oregon
  • Not maintain an Oregon location
  • Not directly solicit clients located or domiciled in Oregon
