North Dakota CPA Firm Permit to Practice

Ownership Requirements:
  • Minority of the ownership of a firm practicing public accountancy within North Dakota may be held by non-licensed CPAs or PAs, but each owner: 
    • may not serve as the principal executive officer of the firm
    • may not exercise authority over the performance of audit, review, compilation, or other attest services
  • Firms owned by a qualified plan (including ESOPs):
    • 51% beneficial ownership must belong to licensed CPAs or LPAs of some state in good standing
    • All CPAs or LPAs whose principal place of business is in North Dakota and who perform professional services must be licensed in North Dakota in good standing
    • A simple majority of the board of directors are licensed CPAs or LPAs in some state in good standing

Firm permits are required for firms with a physical office in North Dakota practicing public accounting or using titles such as "CPA" or "LPA".
